PROGRAMME

Lifelong Learning Programme / Leonardo da Vinci / Transfer of Innovation

MAIN AIM OF THE PROJECT

To develop a training programme to train the personnel responsible for property maintenance (caretakers) towards operational energy efficiency of the buildings.

Securing energy efficiency is one of the valuable means to limit climate change and to overcome the economic crisis. Influencing operational parameters without significant investments represents low hanging fruit for savings. However, a key identified barrier towards increasing energy efficiency is the lack of qualified personnel responsible for property maintenance, especially within the public buildings (i.e. caretakers) that would be able to implement soft measures for achieving efficient energy use. Up-to-date no training activities for increased operational efficiency in public buildings are offered in Slovenia and Croatia targeting the specific group of caretakers that would address the challenges in hand.

The main aim of the TRAP-EE is to develop a training programme to train the caretakers towards achieving operational energy efficiency of the public buildings. The training will reduce the chances that they will inadvertently negatively modify or override building systems essential to maintaining performance. Caretakers can do much good—or inadvertent great harm—depending on whether they understand the impact of their actions on the building’s operational efficiency.

This will be achieved by transferring the already developed training materials from 1 partner (energie:bewusst Kärnten) to 4 other partners (IRI UL, GOLEA, STŠ and HEP ESCO) addressing 3 segments within the public sector (i.e. universities, kindergartens/ schools and administrative buildings). The project will firstly identify the needs of the local environments together with assessing the requirements of the target training group, especially in terms of necessary knowledge and competences and adequate teaching methods. The project will furthermore distil the existing state-of-the-art training materials and will use them as a baseline on which to consult the relevant experts (within academic and industrial environment) to develop the material suited to address job-specific requirements. The training programme will be based on the innovative model of work experience fostering the integration of the simulated learning environment with the real-life working environment. The developed training programmes will be piloted and evaluated in Slovenia and Croatia. The results of the evaluation will serve as the input for the final development of the training programme.

To achieve impact, the project will aim to integrate the developed training programme into institution-based VET in the fields of buildings operational energy-efficiency in Slovenia and Croatia. The project will contribute to the development of new vocational competences and standards in the field of buildings operational energy efficiency targeting the specific group of caretakers. Furthermore, Srednja tehniška šola Koper, which is already actively involved in the Slovenian VET system, will be able to use and exploit the developed material and training for their own educational purposes within their VET activities.

PROJECT OBJECTIVES

  • To identify and analyse the specific requirements of the target training group and local environments.
  • To develop the training programme for the personnel responsible for property maintenance (caretakers) towards operational energy efficiency of the buildings.
  • To test and evaluate the training programme within the pilot group of caretakers in Slovenia and Croatia.
  • To integrate the training programme in the national and regional training systems and practices in the context of the vocational education and lifelong learning.

WORK PACKAGES

WP1: Project Management

Work Package 1
Name Project Management
Leader IRI UL
Short Description The main interest of the Project Management (PM) is to ensure the successful realization of all project objectives. This work package collects all necessary tasks to perform an efficient and effective project management of TRAP-EE project. The project management constitutes the communication gateway between the TRAP-EE consortium and external stakeholders such as the European Commission and with the relevant National Agencies.
Start Month October 2013
End Month March 2015

WP2: Concept and Analysis

Work Package 2
Name Project Management
Leader IRI UL
Short Description The aim of the WP2 is to provide an overarching vision and concept that will drive the research and transfer activities of the project. This implies the identifying and analyzing the specific needs of the local environments and specific segments within the public sector (university, school and office buildings); as well as the identification of relevant stakeholders together with assessment of specific characteristics and requirements of the stakeholders and the target training group (i.e. caretakers), especially in terms of necessary knowledge, skills and competences and adequate teaching methods.
Start Month October 2013
End Month January 2014

WP3: Transfer of Innovation

Work Package 3
Name Transfer of Innovation
Leader energie:bewusst Kärnten
Short Description The main aim of the WP3 is to collate, review and distil the existing state-of-the-art training material developed by the WP leader in the past. The nature of the material is that it can be customized to the specific needs of the local environment and target training group (caretakers). All existing training material will be listed, examined and used as a baseline on which to consult the relevant experts in the field of energy efficiency and energy management (within the academic and business sector).
Start Month January 2014
End Month May 2014

WP4: Development of Training Programme

Work Package 4
Name Development of Training Programme
Leader GOLEA
Short Description The main aim of the WP4 is to develop the training programmes that will target the specific group of personnel responsible for property maintenance within the public buildings (i.e. caretakers) in the fields of operational energy efficiency. The training programmes will use and implement the developed and customized training material (the result of WP3).
Start Month March 2014
End Month August 2014

WP5: Pilot Trainings and Evaluation

Work Package 5
Name Pilot Trainings and Evaluation
Leader GOLEA
Short Description The main aim of the WP5 is to pilot and evaluate the transferred learning material and the developed training programme in Slovenia and Croatia. The pilots will address 3 different segments within the public buildings sector, i.e. premises of the University of Ljubljana, Slovenia (covered by IRI UL); kindergarten and school premises in the Goriška region, Slovenia (covered by GOLEA); and administrative buildings in the Zagreb region, Croatia (covered by HEP ESCO). Therefore 2 pilot trainings will be delivered in Slovenia and 1 pilot training in Croatia. The pilot training will last for 2 days (16 hours), each targeting a group of 10-20 caretakers within the sector in hand. The training programme will be carried out by top-level and highly skilled trainers recruited from each of the partner organization and, if necessary, external experts.
Start Month September 2014
End Month March 2015

WP6: Dissemination and Exploitation

Work Package 6
Name Dissemination and Exploitation
Leader IRI UL
Short Description An important overall aim of the TRAP-EE project is to achieve a wide impact, thus ensuring sustainable deployment of the developed TRAP-EE training programme in order to address a wider community of potential end-users of the training programme within public buildings, as well as within private buildings (e.g. private office buildings, multi family houses etc.). The WP6 works towards achieving this aim by devising and implementing a dissemination strategy aiming for multiplier effect, thus contributing to the growth of the end-user community and awareness/impact raising in general.
Start Month October 2013
End Month March 2015
